More than 2000 Russian NGOs have participated in the first all-Russian tender announced though the Federal Public Chamber of the Russian Federation in August 2006
The Public Chamber has been installed last year through President Putin as a state institution aiming to represent Russia’s civil society. It consists of appointed representatives of science, economy, education, culture and civil society and has the task to comment on draft laws and to provide expertise to legislative and executive Russian state bodies. Due to the lacking transparency of its tasks and responsibilities and to the unclear mission a series of critical and democratic oriented NGOs renounced to participate in the Public Chamber at all.
