Poland: Prevention or re-incarceration?

Prevention or re-incarceration? This is the headline under which some of the most well known international experts will discuss issues surrounding prison on the 20th and 21st of June in Warsaw. It will be the second European summit of it?s kind, after the one that took place in Lisbon last October, to be promoted by ?Equal?, a community initiative. Italy and seven other European partners will also participate.

The objectives of the summit are:

• To draw up a document that defines the principles of a minimum European standard for the re-insertion of ex-prisoners. These will be based on facts that have emerged from European research. It is hoped that this document will be accepted by the European Commission and that it will mark the beginning of talks with Member States;
• The presentation to policy makers of good practices identified at a European level;
• The creation of a sustainable European network that will operate beyond Equal and that can be integrated to existing structures.

Together with institutional representatives, the representatives of the European commission?s Directorates- General, the Commissioners for Justice and Labour and the technicians that accompany the various ministers, non profit representatives of NGOs that work with prison issues have also been invited to participate.
