France: Martin Hirsch’s latest challenge

Commissioner for active solidarities against poverty and ex Emmaus chief experiments a scheme for unskilled workers - a new law by 2008

A representative of a non-governmental organisation can influence the political agenda. This is the story of Martin Hirsch who last year found public partners to conduct small scale experiments that gave work to the unemployed and the excluded. Now he is no longer just a tecnical adviser but Commissioner for the government and he is trying to implement the same scheme in voluntary areas. The aim is to substitute the RMI (social benefit), that generally poses both labour and discrimination barriers, with the RSA, a revenue for active solidarity.

How much will it cost the Exchequer? Hirsch suggests about 3 or 4 billion euros, on the basis of a first calculation that puts expenses per individual and per year around 1.200 euros.

The idea is to make entering the labour market more attractive than to be on doll. This measure aims to address the most excluded groups, those who have very few opportunities of employment and who would be unlikely to make more money than what they recieve from the dole if they did.

The Commissioner intends to prepare a new bill in one years time to extend the experimentation to the whole country.
