Latvia: Regulations on granting co-financing to NGO

The Cabinet of Ministers approved the regulations of Co-financing Budget Program for Non-governmental Organizations that submit projects to international funds.

The Cabinet of Ministers approved the regulations of the Cabinet developed by the Secretary of the Minister of Special Assignments in Issues of Public Integration ?Regulations on Management, Implementation, Supervision, and Control System of Co-financing Budget Program for Non-governmental Organizations?. This year’s budget provides 200 000 LVL co-financing for non-governmental organizations (societies, foundations, religious organizations registered in Latvia, that have public benefit status), that submit projects to international funds. The regulations outline the rights and obligations of societies, foundations and religious organizations for submitting an application for co-financing, as well as the system of management, implementation, supervision, and control. The co-financing cannot be demanded for projects that are funded totally or partially by the state of Latvia, funds granted to Latvia by the Structural Funds and Cohesion Fund of European Union, as well as for competitions organized by the Fund of Public Integration. The maximum amount of co-financing that may be demanded is 10 000 LVL, but no more than 20% of total expenses of the project. Financing cannot be requested for more than a minimal percentage of the project determined by competition regulations. The management, implementation, and supervision of co-financing shall be performed by the Secretary of the Minister of Special Assignments in Issues of Public Integration and the Fund of Public Integration. The regulations are developed based on the Approach of Strengthening Civil Society for 2005-2014.
