France: the voice of Europe in the Senat

Europe is back in France. Senate voted on 24th January 2007 the application of the new European Grouping of Territorial Co-operation

Europe is back in France … with the activity of the Senate which voted on 24th January 2007 the application into French law of the new European Grouping of Territorial Co-operation. The provisions of the EU regulation of July 2005 to create a new instrument for territorial co-operation will become soon a reality in France. The Senate has recently added additional articles to the French general code for local authorities, giving them the possibility to manage transnational programmes. Although the text has to be voted as well by the French national assembly, this signal could be interpreted as a renewed interest towards the EU construction and the new social cohesion policy. The Senate also confirmed the possibility of local authorities and their groupings to be, on an experimental basis, managing authorities of the new operational programmes. This move forward was not anticipated by the left-wing Presidents of Region, which came to Bruxelles last year, to claim the same rights as their E.U. counterparts by the EC.
